A migration that moves servers without changing anything else usually moves the problem too, and adds a bill.
Sequence the work by business risk, not by technical convenience. Move something real early enough to learn from it, keep a rollback path for as long as it is cheap, and treat cost as a design constraint from day one rather than a surprise in month three.
